We're in TN, USA. Although, with all the bs in 'the states' these days, Canada often seems like it would be better. I don't know why anyone would restrict a youtube video to the US only, but apparently that does happen. However, I primarily respond to note that it may not be a YouTube video creator limiting viewing to the US, but it may be other countries restricting access. Without offering any commentary on the wisdom or need for doing so, I understand that both Canada and the European Union now have stringent requirements to prevent "fake news." Since these types of things are usually performed by computer algorithms, there are often many unintended limitations in what can or cannot be seen in such places. Don't have any idea what's actually preventing someone from viewing this clip. Usually, when I have a problem its because the computers are actively conspiring to make themselves as annoying as possible to me.
