Exactly this. The Gov have known for years about BF and have physical proof. They don't need to look for BF anymore. People do just disappear, vanish never ever found in national parks, these are the collateral damage, the allowed harvest to keep the billions rolling in.    Millions of square miles of prime real estate, no guns no hunting, harvest the occasional backpacker when times are hard and all with no comeback, The Gov turn a blind eye and the billions keep rolling in, I'd say both parties sat down and got a wonderful deal.
