International 1900 - "Monkey-Like" Dwarfs Seen in Philippines

Published in the Lynch (NE) Journal on January 5, 1900; my immediate thought in reading this was, "Did they encounter Homo floresiensis?"  Or are the crudely describing indigenous tribes of the Philippines?
