Are citations public records in the Provinces. In other words, could you take a ticket number and look up the details of them either online or at the provincial park office? Just curious in general? Also, do they post up violators in the local newspapers like some cases in the U.S. ?

I don't know if we are technologically there yet? But, if someone appears in court, the outcome usually hits the local paper though.

I think this would make a very interesting blog/article....it raises many issues, hoping Lone Squatcher is willing to take this out of BFF and into a more public forum?

As far as I know, no, they are not public record. However, court records are, eventually. Not while still taking place, though.
